The Reasoning: Why We Must Unite

I am a citizen of the village of Zdiby in the Central Bohemian region. I vote for a senator in the 30th district and I have representatives in the Czech Parliament. I am also represented by members of the European Parliament. While I know that the European Commission results from an agreement between national governments and the European Parliament, I understand those who consider it undemocratic.

I believe I have a lot in common with other citizens of the European Union, both as a citizen and as a father. I face the same problems as many of my peers, and I see the struggles of both my parents' generation and those twenty years younger than me. Across many European countries, our troubles with living expenses, housing, and transportation are strikingly similar.

I consider myself a fairly average representative of my generation, though I belong to a small percentage of people with a "very fast processor." I sometimes blame myself for not sharing my ability to obtain and think deeply about information for the benefit of others. Beyond my professional work, I have mostly been a "free-loader" on problem-solving—until now.

For a long time, I have been processing where Europe is heading from every possible angle. The global balance is shifting in a direction where European desires have little influence. I do not want Europe to dictate to the world, but I do not want the world to move into the future regardless of what we agree on.

A world dominated by technological billionaires or trillionaires is not a world in which I would feel satisfied sending my descendants. I wish for a happy life to be achievable for the middle class once again—as it was for post-war generations in the West and for a time in our country. I belong to the poorer end of that middle class, and I do not want to see it sink into poverty. In a world where basic costs keep rising, the possibility of a "pleasant, reasonable life" is slowly disappearing.

I believe there are several recipes for solving the unequal distribution of wealth and the crisis of climate change, but they only make sense if they are pan-European. We cannot expect national governments to limit their own powers in favor of common success; we must demand it.

Politics should not be about gaining power over others, but about fulfilling a service to citizens. Decisions should start in local communities (subsidiarity) and only move to higher levels when a problem exceeds local capacity. I do not consider the division into individual historical states to be an immutable fact, but a consequence of history that continues to evolve.

I therefore propose that those who also think that the European Union should have:

  • A real federal government elected through standard Parliament elections.
  • Common federal laws forming a framework for local and state governments.
  • Common instruments for regulating economic imbalances.
  • A common budget funded by federal taxes.
  • A common federal army and a federal rescue service for natural disasters.
  • Joint actions to reduce human impact on climate change.
  • A common energy network to solve current fragmentation problems.
  • A common transport policy and troubleshooting processes in place of the current "bag of cats."

To the European Commission and the European Parliament,

I am writing to you today as a citizen of the European Union who believes deeply in our shared future. While the Union has provided stability for decades, I am convinced that our current structure is no longer sufficient to meet the challenges of the 21st century.

I believe that for Europe to thrive, we must transition from a Union of states to a democratic European Federation. I am stating my clear expectation for you to act toward the following goals:

  1. The creation of a Federal Constitution drafted through a transparent and inclusive process.
  2. A European Government that is directly accountable to a bicameral European Parliament.
  3. Unified sovereignty in areas of common interest, including foreign policy, defense, and a shared fiscal capacity.

I am not just asking for change; I am initiating it. I am calling upon my fellow citizens across the continent to join me in this demand. Together, we will build the pressure necessary to turn this vision into a formal European Citizens' Initiative (ECI).

I expect our institutions to serve the will of the people and to lead the way toward a truly United Europe.

A Personal Invitation to Reform

Dear fellow citizen, I want you to think about a Europe of citizens—where we are not merely subject to power, but where we are truly the source of it.

We inhabit a Union full of great minds, yet we still feel disconnected by history, by neverending crises, and most importantly, by the rhetoric of national politicians who claim they are going to "fight for us in Brussels." In reality, we need them to confer, cooperate, and find solutions for our common problems.

We can all relate to the struggles of finding housing, raising children, and feeling overwhelmed by technology moving faster than ethics. We are all somewhat disgruntled by things happening to us rather than with us.

"I began to think about what would move our governance from a place where we vote for large numbers of mediocre people to rule over us, to a place where we demand politicians do the best work for all of us."

I believe a smaller number of politicians would serve us better; they would be easier to monitor and follow. We could pick the best from every European nation and treat European politics as the place where most legislation is actually done—which is a fact, yet often obscured by national "political dances." These decisions are hidden inside a bag of cats created by veto powers and ministerial games.

Divide et impera—divide and rule. We are being divided, and external influences are shaping our lives more than we can see. It is not just foreign powers; it is "Tech Bros" and unfathomably wealthy individuals who can move the needle of local politics through social media visibility. We saw this with Brexit—a loss not just for the UK, but for the entire EU.

My Propositions for a Sovereign Future

The "Call" you signed above is the basic requirement. What follows below are my personal ideas on how to change things—by taxing wealth over work, by ending the failed war on drugs, and by proposing a Personal Constitution that anyone can use as a base for thinking.

How do we fund a federation without taxing hard-working citizens or demanding handouts from national governments? We propose five revolutionary, behavioral federal taxes.

Preamble

I, a European citizen, do believe that all humans are equal in their dignity.

I, a citizen of Europe, want our common service to be realized by democratically elected institutions, where every citizen is represented fairly.

Conscious of our spiritual and moral heritage, I recognize that our Federation is founded on the indivisible, universal values of human dignity, freedom, equality, and solidarity; it is based on the principles of democracy and the rule of law.

In order

to follow the perfect Union,

to establish justice,

to ensure continental peace,

secure our common defense,

to serve to our shared prosperity,

and

to secure freedom,

I do constitute and subject myself to this Constitution for the European Federation.

Chapter I: My Basic Principles

Article 1: My Federal Compact

I recognize the European Federation as a sovereign, democratic federal republic. I affirm that sovereignty resides in me and my fellow citizens, from whom all public power flows. I demand that this Federation be built from the bottom up, honoring the multi-layered governance of my municipality, my region, my nation, and our Federation.

Article 2: My Dignity and Equality

1. I hold human dignity to be inviolable. I pledge to respect and protect it.

2. I recognize that everyone is equal before the law.

3. I demand that any discrimination based on any ground such as sex, race, color, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age, or sexual orientation shall be prohibited.

Article 24: My Principle of Liberty and the Rule of Law

1. I affirm that the European Federation and all its institutions are bound by the law. They may exercise only those powers explicitly granted to them by this Constitution or by laws enacted in accordance with it.

2. I reserve for myself and my fellow citizens the right to do anything that is not expressly forbidden by law. My freedom is the default; the government’s power is the exception.

Article 3: My Universal Inclusivity

While I establish this political union for the European peoples, I believe its fundamental principles are universal. I welcome any democratic state or territory that fully subscribes to these principles and guarantees the protection of human dignity to participate in the effects and institutions of this Federation. Every application would be consulted and voted on in Conclave.

Chapter II: My Rights and Citizenship

Article 4: My Federal Citizenship and Local Identity

1. As a national of my member state, I am a citizen of the European Federation.

2. I cherish my local identity. I am equally devoted to my home city, my county, my region, and my historical state as to the Federation. I view this local patriotism as a source of democratic vitality that works in harmony with my shared goals for the Federation.

3. I claim the right to move, reside, work, and vote anywhere within the territory of the Federation under the same conditions as any other citizen.

Article 5: My Bill of Rights

1. I incorporate the Charter of Fundamental Rights of the European Federation as my binding, supreme legal text.

2. I require that my physical and mental integrity be respected, and I forbid any federal or local law from infringing upon my freedom of thought, conscience, religion, expression, and assembly, or my right to a fair trial, privacy, and the protection of my personal data.

3. No law shall empower any federal agency to collect information on citizens without the explicit, individual consent of the judicial power.

Chapter III: My Federal Legislature (The Conclave of the Federation)

Article 6: My Bicameral Representation

I vest all legislative powers granted by this Constitution in a Conclave of the Federation, consisting of two chambers which I recognize as my representatives:

1.1 The Structure of Conclave: Conclave shall consist of the Parliament of the Federation and the Senate of the Federation.

1.2 The Parliament of the Federation: Representing me and my fellow citizens directly.

* Members shall be elected for a four-year term. No member shall serve more than three terms.

* I require that the House consist of one representative for every million citizens of the Federation.

* Elections shall be based on a system of European-wide political parties. My vote shall be cast for a party, with the right to provide preference votes to individual candidates.

1.3 The Senate of the Federation: Representing the diversity, history, and regions of my Federation.

* Senators shall serve for a six-year term, with one-third of the Senate renewed every two years. No Senator shall serve more than two terms.

* The Senate shall be composed of:

* National Senators: Three Senators elected within each member state to represent its national interest.

* Cohesion Senators: Twenty Senators elected from the poorest regions of the Federation, as defined by federal law, to ensure the voices of those in need of development are heard.

* Academic Senators: Thirty Senators elected within the oldest universities of the Federation, ensuring that our millennia of knowledge and wisdom guide our laws.

1.4 The Democratic Election Calendar:

* I demand that the elections for the Parliament of the Federation, the National Senators, and the Cohesion Senators be held on the 8th of May.

* I require that the elections for the Academic Senators be held in the period preceding the 8th of May.

* I prefer that my vote be cast via secure digital systems, while always maintaining the option for in-person voting to ensure total accessibility.

Article 7: My Legislative Process

I agree that for a bill to become federal law, it must be approved by a simple majority in both the Parliament of the Federation and the Senate of the Federation, and subsequently signed by the President. If the President vetoes a bill, I empower Conclave to repass it by a two-thirds majority in both chambers.

Chapter IV: My Federal Executive (The President and the Prime Minister)

Article 8: The President (My Head of State)

1. I recognize the President as the Head of State of the European Federation, representing our unity and constitutional continuity.

2. I entrust the Senate of the Federation to appoint the President by a two-thirds majority for a term of five years. No president shall be older than 70 when in office, and no president can serve more than two terms.

3. I charge the President with the following responsibilities:

* The ceremonial duties of state and representing the Federation in its external relations;

* The formal promulgation of laws passed by Conclave;

* The nomination of the Prime Minister to the Parliament of the Federation;

* The formal appointment of Federal Ministers and Supreme Court Judges;

* The exercise of the power of pardon;

* The ceremonial command of all Federal Response Forces.

Article 9: The Prime Minister and Cabinet (My Head of Government)

1. I vest the executive power and active governance of the Federation in the Prime Minister, who serves as my Head of Government.

2. I empower the Parliament of the Federation to elect the Prime Minister, without debate, upon the proposal of the President.

3. If the nominee is not elected, I authorize the Parliament of the Federation to elect a Prime Minister of its own choosing by an absolute majority.

4. I grant the Prime Minister the power to nominate Federal Ministers to my Cabinet.

5. The Senate Oversight: I require that every nominated Minister appear before the Senate of the Federation for a public hearing to evaluate their competence, integrity, and commitment to the Federation.

6. Cabinet Approval: Following these hearings, the Senate of the Federation must vote on the proposed Cabinet as a whole. No Minister shall take office without the approval of a majority of the Senate.

7. I agree that the Parliament of the Federation may express its lack of confidence in the Prime Minister only by electing a successor with the votes of a majority of its members (Constructive Vote of No Confidence). Upon such election, the Senate’s approval of the new Cabinet shall proceed in accordance with this Article.

8. Individual Ministerial Accountability: I agree that an individual Federal Minister may be removed from office if the Senate of the Federation, upon the formal proposal of the President of the Federation, votes for their dismissal by a majority of three-fifths of its members. This mechanism ensures specific accountability without destabilizing the entire government.

Article 10: My Federal Judiciary

1. I vest the judicial power of the Federation in one Supreme Court of the European Federation and in a system of Federal Circuit Courts and District Courts.

2. I require that all federal judges be independent and subject only to the law.

3. The Supreme Court shall consist of fifteen Justices, appointed for a non-renewable term of twelve years. To ensure continuity, appointments shall be staggered.

4. I demand a Federal Public Prosecutor's Office, independent of the executive, to investigate and prosecute crimes against the financial interests of the Federation and cross-border organized crime.

Article 11: My Office of Political Integrity and the Special Prosecutor

1. I demand the establishment of an independent Federal Office of Political Integrity, headed by a Special Prosecutor for Democratic Protection.

2. I entrust this Special Prosecutor with the sole mandate to investigate and prosecute political parties, movements, and individual officials suspected of accepting bribes, undisclosed funding, or influence from foreign powers, corporate entities, or any parties seeking to subvert the democratic will of the Federation.

3. I require absolute transparency in the funding of political life. I empower the Special Prosecutor to audit the accounts of any political organization and to bring charges before the Supreme Court.

4. I agree that any political entity or official found guilty of subverting our democracy through illicit funding shall face the severest penalties, including the forfeiture of their mandate, the dissolution of the organization, and permanent disqualification from public office.

Article 12: My Federal Ombudsman

1. I demand the establishment of the Office of the Federal Ombudsman, an independent guardian of administrative justice and human dignity.

2. The Federal Ombudsman shall be appointed by the Senate of the Federation for a term of seven years.

3. I entrust the Ombudsman with the power to inspect the application of federal rules and laws. Where the literal application of a law results in inhumane or manifestly unjust consequences, the Ombudsman is empowered to intervene, even if the law was technically followed.

4. In such cases, the Ombudsman may:

* Formally petition the President of the Federation to exercise the power of pardon;

* In conjunction with the President, petition the Supreme Court to demand a review and change of the law in question to prevent further injustice.

Article 13: My Judicial Review and Supremacy

I submit to the final jurisdiction of the Federal Supreme Court over all cases arising under this Constitution. I recognize that federal law takes precedence over conflicting national, regional, or local laws to ensure the integrity of our Union.

Chapter VI: My Governance and Subsidiarity

Article 14: My Multi-Level Subsidiarity and Local Patriotism

1. I demand that the European Federation be built upon the principle of multi-level subsidiarity, starting from the smallest self-governing units of democracy up to the federal level.

2. I recognize my municipality (city, town, or village) as the foundational, smallest self-governing body of my Federation. I require that public tasks always be executed by the governance level closest to me: first by the municipality, and only when a task exceeds municipal capacity, by the county, region, nation, or Federation.

3. I demand that the Federation protect and nurture my local, regional, and national identities. I recognize that national governments hold no exclusive monopoly on my administration; their authority is balanced by the autonomous power of my municipality and my region.

4. I reserve all powers not explicitly delegated to the Federation to the lower levels of governance—regional, municipal—or to myself and my fellow citizens.

Chapter VII: Ratification and Amendment

Article 15: My Amendment Procedure

1. I agree that amendments to this Constitution may be proposed by a petition of a minimum of ten percent of the federal citizens, or by a vote of fifty percent of the members of the Senate of the Federation.

2. I require that any proposed amendment be approved by a seventy percent majority in the Parliament of the Federation.

3. Upon approval by this super-majority of the Parliament, representing the unified will of the European people, the amendment shall immediately become part of this Constitution.

Chapter VIII: My Federal Treasury

Article 16: My Monetary Union and the Euro

1. I demand a single, stable currency for my Federation to ensure the frictionless movement of value and the integrity of our single market. I recognize the Euro as the sole legal tender of the European Federation.

2. I require that every member state currently maintaining a separate national currency shall complete a transition to the Euro.

3. I vest the management of our monetary policy in the European Central Bank, which shall operate with full independence to maintain price stability and support the general economic policies of my Federation.

Article 17: My Unified Federal Taxation

1. I demand a level playing field for all citizens and businesses. I require that federal taxes on personal income and corporate profits be unified and equalized across the entire territory of the Federation.

2. I reject the fragmentation of tax regimes that fosters harmful competition between my fellow citizens. Once unified, a business incorporated in one part of my Federation shall face the same federal tax burden as a business in any other part, rendering the need for separate corporate regimes obsolete.

Article 18: My Principle of Wealth over Work (The Flow Fee)

1. I believe that the burden of funding our common services should shift from the labor of my fellow citizens to the movement of capital and the accumulation of unproductive wealth.

2. I authorize the Federation to implement a Single Market Flow Fee—a microscopic, automated transaction fee on broad financial and commercial bank transfers.

3. I intend for this Flow Fee to eventually replace the traditional burden of Corporate Income Tax and to significantly reduce the Value Added Tax (VAT), thereby boosting my purchasing power and the rewards for my honest work.

Article 19: My Local Fiscal Autonomy and the Citizen's Cap

1. I respect the right of my municipality, region, and member state to levy local taxes to fund local services, provided these taxes do not create barriers within the single market.

2. I demand that the total combined burden of local, regional, and national taxes on my personal income shall never exceed a reasonable portion defined by federal law, ensuring that I am never deprived of the fruits of my labor by excessive multi-layered taxation.

Chapter IX: My Federal Security and Response Forces

Article 20: My Unified Response and Protection

1. I demand that my Federation guarantee my physical safety, the integrity of our common borders, and the swift response to any catastrophe.

2. I authorize the establishment of the Federal Response Forces, a unified structure encompassing my security and emergency services. I recognize as the components of this force:

* The Federal Army, for the common defense of our territory and values;

* The Federal Police, for the protection of the rule of law across the Federation;

* The Federal Border and Coast Guard (Frontex), for the secure and humane management of our external borders;

* The Federal Emergency Services, integrating my firefighters, paramedics, and air rescue services for immediate disaster response.

Article 21: My Ceremonial Command and the Chiefs of Force

1. I recognize the President of the Federation as the ceremonial Commander-in-Chief of all Federal Response Forces, symbolizing that our strength is always at the service of constitutional peace.

2. I require that the Chiefs in Command for the Army, the Police, Frontex, and the Emergency Services be formally installed and appointed by the President.

3. I demand that these forces remain under the strict civilian oversight of the Prime Minister and the Parliament of the Federation, ensuring that the sword of the Federation is always guided by my democratic will.

Article 22: My Solidarity in Crisis

I require that the Federal Response Forces be capable of instant deployment to any municipality, region, or state within the Federation that is struck by natural disaster, health crisis, or external threat. I believe that an emergency in one part of my Federation is an emergency for us all.

Chapter X: Transitional Provisions

Article 23: The Transition to the Euro

I require that all member states not currently utilizing the Euro as their primary currency shall complete the full legal and economic transition to the Euro within three years from the date this Constitution enters into force.

Article 24: The Harmonization of Federal Taxation

I demand that the unification and equalization of federal taxes on personal income and corporate profits, as prescribed in Chapter VIII, be fully implemented across all jurisdictions of the Federation within five years from the date this Constitution enters into force.

Article 25: The 28th Regime Sunset

I agree that upon the full implementation of unified federal taxation, the special provisions for the 28th Corporate Regime shall be integrated into the standard federal corporate framework, as the legal and fiscal distinction between national and federal incorporation becomes obsolete.

Chapter XI: My Local and Regional Governance

Article 27: My Municipal and County Councils

1. I demand that every municipality and county within the Federation be governed by a council directly elected by its residents.

2. I vest these local councils with the power to manage local affairs, including urban planning, local infrastructure, and community services, according to the principle of self-governance.

3. I require that the structure of regional and national governments respect the autonomy of these local bodies, ensuring they have the financial resources necessary to fulfill their mandates.

Article 28: The Uniformity of Democratic Principles

While I respect local customs and historical structures, I require that every level of governance—from the smallest village to the largest member state—adhere to the fundamental democratic principles of transparency, accountability, and the separation of powers.

Article 28: The Integrity of My Municipality

1. I recognize that the stability and identity of my municipality are essential for effective self-governance. I demand that the boundaries and legal status of municipalities be protected from arbitrary change.

2. I agree that while the map of the Federation may evolve as populations shift, any restructuring, merger, or division of municipalities shall require a direct democratic mandate.

3. I require that such changes first be approved in a local referendum by the citizens directly affected, with a majority of at least 60% of the votes cast in favor.

4. Following a successful referendum, the restructuring must be formally ratified by the President of the Federation to ensure its compatibility with the federal constitutional order.
